To enable flash player on Server 2016:

Open
Command prompt as Administrator
and give this command:
dism /online /add-package /packagepath:”C:WindowsservicingPackagesAdobe-Flash-For-Windows-Package~31bf3856ad364e35~amd64~~10.0.14393.0.mum”
2. Restart
the computer.

After restart, open Internet Explorer and navigate to this page:

Press the
Test Flash Player
button. If you see clouds moving in the animation below, you have successfully installed Flash Player.
How to Install Adobe Flash Player on Server 2019.
To enable flash player on Server 2019:
1.
Open
Command prompt as Administrator
and give this command:
dism /online /add-package /packagepath:”C:WindowsservicingPackagesAdobe-Flash-For-Windows-Package~31bf3856ad364e35~amd64~~10.0.17763.1.mum”
2. Restart
the server and then navigate to this

to test the Flash Player.
